Origin of TIWCEF

Before TIWCEF was established, the Taipei International Women's Club (TIWC) had been awarding scholarships through its "Education and Culture Committee" to deserving students, encouraging and supporting them. By the mid-1970s, thanks to the efforts of many dedicated members, the annual fundraising not only enabled substantial charitable donations but also gradually accumulated over NT$2 million. In early 1975, TIWC decided to use most of the accumulated funds to establish an independent foundation, with this fund supporting scholarships so the program could continue in perpetuity. 

Founding and Operations of TIWCEF

After substantial preparation and the necessary procedures, TIWCEF was finally established in 1977, approved as a tax-exempt foundation by the Ministry of Education, and registered with the Taipei District Court. TIWC transferred NT$1.5 million in funds to TIWCEF, with the explicit stipulation that only the interest earned from this principal could be used for scholarships, and that administrative expenses must be kept to a minimum. Through very careful management of investment trust securities and with the assistance of volunteer administrators, TIWCEF has consistently complied with these requirements.

TIWCEF's Achievements

Since 1978, TIWCEF has awarded scholarships to more than 220 students. As senior students advance or graduate, new students join the program. After several years, the number of students receiving this scholarship each year reached 24, and it has been maintained at this level. The recipients are roughly half male and half female, including one student with a disability. Their fields of study range widely — engineering, physics, law, medicine, education, social sciences, and more. To date, many of these students who were encouraged and supported by TIWCEF during their university years have demonstrated leadership and outstanding performance across various fields in Taiwan. This is why TIWCEF's scholarship program must continue without interruption.

TIWCEF's directors Liu Pi-Yu, Liao Ying-Chih, Nien Cheng-Hsun, and Chao Meng-Lin were all originally recipients of TIWCEF scholarships. After establishing successful careers, they willingly contribute their time and energy to serve TIWCEF — which is deeply moving.
